No to New State of Emergencies
The Turkish General Staff’s proclamation of Siirt, Shirnak and Hakkari
as ‘temporary security zones’ and beginning to ban the civilian
flights and control the entrances to the region by land is
a new phase of the process that it has begun with April 27
statement. It is the first step of turning back to ‘extraordinary
situation’ at which democratic rights and liberties will be
neglected, arbitrary applications prevail and the administration
pass to security forces.
The pretext General Staff sets forth for the proclamation of ‘temporary
security zones’, ‘to protect civil people from the dangers
of military operations’, doesn’t reflect the truth.
On the contrary civilians will be harmed by this situation.
Actual state of emergencies experiences prove it clearly.
The prohibition of entrances and departures to the territories included
by ‘temporary security zones’ aims to conceal the illegal
applications and violation of rights executed by security
forces.
Proclamation of ‘temporary security zones’ coincides with the extraordinary
military concentration on the border for an intervention into
Southern Kurdistan. It is a part of the operation against
South and a threat against Kurdistan Government.
Democratic and free elections cannot be done in a region where entrances
and departures are forbidden or under the control of civil
or military authorities.
For that reason it was targeted to prevent people’s will in the
elections by the proclamation of ‘temporary security
zones’ which was declared to continue until September 7 2007.
The next step will be cancelling the elections by setting forth
the war and extraordinary conditions. It will drag the country
into a situation which will make the people miss the conditions
of September 12.
For that reason we call out Turkish progressive, democratic, leftist
and peaceful powers who support change and democracy;
to object to the ‘temporary security zones’ which was proclaimed
by General Staff;
to be sensitive to the possible oppression and violation of rights
to resist to a military operation directed towards Southern Kurdistan
which will just increase the tension.
Kurdish patriotic and democratic movement must stand hand in hand
against this new attack of the state which was directed towards
our people, raise democratic struggle, protect the inhabitants
living in ‘temporary security zones’.
PKK must give an end to the military operations that proves clearer
every day to be working against Kurds’ interests and must
leave each action and statement that may cause problem for
Southern Kurdistan political leadership.
We call out USA, EU, international human rights organizations and
humanitarian institutions;
to resist to the military operation that Turkish State plans to
do against South,
to be sensitive to the possible violations in the ‘temporary security
zones’
to use their effects on the Turkish State for a peaceful solution
of the Kurdish problem.
