The European Union Representative in Turkey

Dear representative,
The recent incidents in Turkey have reminded us, as the representatives of the following associations
who signed this paper, what Kurds unluckily experienced in
the past.
We would like to pay your attention to the
recent happenings shortly. .
First of all we should stress that: the
main factor what has brought the Kurdish issue to today is
the denial, refusal and assimilation policies which implemented
after the foundation of Turkish Republic. After the foundation of Turkish Republic, with the assimilationalist
and denial policies, except for Turks the existence of all
the ethnic minorities, especially the existence of the Kurds,
has been denied; even the most prominent humanitarian demands
have been suppressed with violence; except for Turks and Turkish
all the languages, cultures and historical values have been
melted systematically, as a matter of fact some of these are
at the point of extinction.
During the period of membership of Turkey to the European Union (EU) and with the efforts of EU, at recently
for the recognition of cultural and democratic rights a new
term started. Even though these steps were not sufficient,
that was the most important sign about the false policies
since the foundation of Republic until today. Although it
didn’t satisfy Kurds and didn’t contribute to the efforts
of peace and democracy sufficiently, these steps were important.
However these positive steps are seriously
and effectively resisted by those who are influential in the
management of the state. Those reactionary groups want to
cancel all the democratic efforts and developments and they
don’t want to accept the rights of the other ethnic groups
and minorities excluding Turks. .
We are anxious about these happenings.
Not only Kurds but also all the wise people
in Turkey are anxious about recent happenings. .
For seeing what makes us anxious, it is
useful to sum up what happened in the last few months in Turkey.
The blasts in Shemdinli
(town of Hakkari); during the riot
in Diyarbakir the killing of civil people including children
and again arresting of hundreds of people including kids;
the attack on the members of the State Council the killing
of one of the judges; in some cities and towns threating
Kurds with death and migration; sentencing and fining elected
local administers and politicians because of their explanations
about the solution of Kurdish issue; the arresting of Kurdish
intellectuals, politicians who democratically resist against
the heaping of the army around the borders; occurring many
terroristic attacks whose agents
are unknown; without judging or after judging only for show,
releasing of the retired military members or the officers
who are still in the army and the members of special forces.
It seems that those who want to solve the
problem by using violence and suppression as used to be in
the past, are in a great preparation. Such a plan may bring
about death and a great destruction and also it may turn the
country into a hell. Until recetly
ethnic minorities haven’t massacred each other. But we have
such an anxiouty that if these (racist and chauvinist) kind of policies
lead, the fight between Turks and Kurds will be unavoidable
and it will cause a great disaster.
That is what the violence eagers
wish. Each policy which increases violence in Turkey serves to this purpose.
What a pity, currently the case is at a
stage as the violence eagers required.
As the violence increased, democratic expansions
and social improvings have been
cancelled.
Kurds can’t express themselves about their
rights.
The ban laws on Kurdish language, history
and culture reinnovated again.
With the Anti-Terror Law (TMY) the state wants
supress and silence public and opponents.
Dear representative,
Some circles want to convey Turkey to the dark days which we experienced in the past tragically. Such
a plan should be impeded and at least improvings should be carried on. In this respesct the negotiations which will be done about culture
and education should be evaluated positively; at least for
the continuity of the improvings
should be made an effort.
As you know, on 26 of April, EU Committee
of Permanent Representatives (COREPER), held a meeting about
culture and education. In the evaluation report which was
published by EU commission, it was decided to start de facto
negotiations on culture and education. As related to this
resolution, during the negotiations EU Committee of Permanent
Representatives should take into account the demands of Kurdish
people on education, language cultural policies. Also it should
force Turkey to conform Copenhagen criteria; at the same time during negotiations it should include Kurdish
associations which are active on Kurdish language, culture
and education.
We would like to sum up our demands and
ideas and also we’d like to share our priorities with you
and concerning circles. Our ideas are as following:
1. All the legal and illegal handicaps
on Kurdish culture, art, music and literature should be abolished.
2. Kurdish language, first of all in
the field of education, should be proved to be used in all
the fields of life, from primary school to university at public
schools Kurdish language should be supported as educational
language, and the state should allocate money from the budget
for it.
3. First of all, the curriculum of primary
school and all the curricula of education should be revised
and assimilationist and racist elements
which are based on refusal and denial policies should be excluded
from the curricula.
4. All the laws and regulations that
impede the use of Kurdish and the other national and local
languages on TV and radio should be abolished;
5. The original names of more than 10.000
residential places such as city, town and villages and geographic
districts (mountain, lake, plain etc) should be given back.
(Kurdish, Armenian, Assyrian)
6. Necessary legal amendments should
be done for organization not only for Kurds but also for everybody,
all the legal prohibitions over the right of organization
should be abolished and for organization there should be constitutional
guarantee.
7. By taking into account the multi ethnicity
of Turkey
firstly The Political Party Law and all the other anti-democratic
and pressing laws should be revised and rearranged;
8. First of all the Alevis and the other religious minorities should have the
right of expressing their culture and beliefs, also all the
legal impediments should be abolished;
9. All the impediments over the freedom
of thought should be abolished and expressing thoughts shouldn’t
be crime;
10. For rebuilding social peace, an effort
should be made;
11. Constitution and laws should be rearranged
for developing a pluralistic, democratic and egalitarian society;
